For development teams that are looking to create great places of enduring value, Garland’s Rosehill development is an opportunity to not be missed. The City of Garland is issuing this Request for Proposals (“RFP”) for a Master Developer for the Development Opportunity (“DO”) and a Project Developer for the Greenfield development of the Rosehill TIA, located in the I-30 corridor area of Garland.
The land available through this RFP comprises approximately 20 total developable acres of land. The development site is currently vacant and unplatted. This development opportunity is a hard find so close to the epicenter. The City will give preference to respondents proposing to serve as Master Developer for the areas within the DO. The Rosehill TIA is a total of over 156 acres.
The DO will benefit from substantial near-term public investment in roadways, utilities, and parks. Such improvements will foster connectivity to future developments along the I-30 corridor. The DO’s concept will also be improved with open areas and trails.
Parking for the Rosehill Development should be made available on site and should be located so as not to dominate the pedestrian view-shed. The proposed development permits a wide variety of residential and nonresidential uses in a pedestrian friendly environment.
