Permit fee is $88 whether a homeowner or contractor takes out the permit ($70 plus a $18 processing fee).

Required Documents

Homeowners who: own the home, live in the home, and homestead the home through the Dallas Central Appraisal District (DCAD) may pull a Homeowner's Affidavit and complete the repairs themselves if they feel confident in making the required repairs. Homeowners must provide a copy of a current driver's license which reflects the address you are trying to permit. (If you have recently purchased the home, please call our office at 972-205-2300 for alternatives to this requirement.) This department will verify with DCAD via their website that a homestead exemption exists for the permitted address. If there is no record of a homestead exemption, the homeowner must provide a copy of the executed homestead exemption from DCAD.

If the homeowner is unable to produce the required documents stated above, a State-licensed master plumber registered with the City of Garland must be hired to take out the permit.

Rental Properties

If the property is rental property, a State-licensed master plumber who is registered with the City of Garland must complete the repairs. No exceptions.

Requirements

  • A permit is required whenever your gas service has been disconnected for six months or longer (whether you request that the service be disconnected or the gas company disconnects the service).
  • Whoever takes out the permit is responsible for placing an air pressure test on the gas line. The entire gas pipe system must be tested. The test must be seen by the City Inspector.
  • Occupied structures will be inspected as soon as possible after the gas line is under test and the homeowner/plumber has confirmed the test is holding. Do not call for inspection until it is confirmed that all leaks have been found and the test is holding.

Inspections

What to expect when the Inspector is on site:

  • The homeowner/plumber must be on site so that an inspection of the entire gas system can be made. An inspection of all the gas appliances, appliance enclosures, and vents will ensure the safety of the homeowner from fire hazards and carbon monoxide exposure.
  • Vents must be completed through the roof and must have one inch clearance from combustibles.
  • The water heater T&P valve and drain will be checked. The T&P drain must turn down and be no more than 6 inches off the ground or garage floor.
  • Any code violation must be corrected before the gas meter is released.
  • A list of code violations that are found will be left with the homeowner or plumber.
  • A water heater or central furnace in a bathroom or bedroom must be installed inside a closet used solely for the appliance. The closet must have a threshold and a solid door that is weather-stripped and have combustion air provided.

Pressure Tests

  • Tests shall be monitored for at least 15 minutes before calling in for inspection.
  • Low pressure systems are to have 3 psi on a 6 psi diaphragm gauge.

Inspections

If the home is occupied, we will make every effort to conduct the inspection the same business day. Once the homeowner/plumber has completed the testing and is sure it is holding correctly, a telephone call shall be made to the Building Inspection office at 972-205-2300 to request the inspection.

Please be aware that inspections from May 1 through September 30 are conducted until 3 p.m. If the repairs have not been completed, and confirmed by the plumber/homeowner, by 2:30 p.m. on regular business days, the inspection will be conducted the next business day.

From October 1 through April 30, inspections will be conducted until 8 p.m. Anything called in later than 8 p.m. will be inspected the next business day. When a permit is pulled, the Permit Assistants will provide the necessary telephone number to call to request an inspection after normal business hours.
